This PR is based on #1648 and requires it to be merged first.
The recent target topology motion proposal doesn't specify
areaas one of its constraining factors. This PR removesareafrom impacting the overall nakaomoto coefficient of a subnet.Future PR's will look into adding the missing pieces from that motion proposal to the overall calculation.
