Add CONTRIBUTING, SECURITY, CODE_OF_CONDUCT and GitHub issue/PR templates. Normalize Markdown to plain text (no # or *).
Avoid clobbering sysctl.conf, make iptables rules idempotent, fix ovpn validation and noip updater, and add safer sudo/idempotency checks.

This PR adds contribution guidelines, issue templates, PR templates, and hardens the install/maintenance scripts.
It improves security, onboarding, and maintainability.
Tested on Kali 2025.1 with a full OpenVPN + Suricata deployment.
