Verified on the tree of dev plus this branch (2ddf8c4): the checker test set passes, the provability verdict is green with all four checks, the proved-share ledger and the rule tables agree with the tree, pre-push is green, commit messages follow the convention.

by-cores.sh is replaced by flang/concurrency/bench/by-cores.fscript:
the same request per worker count, minimum wall time of three runs,
runs per second and speed-up against the first count. The stand is fed
through sh only because the binary host has no order with stdin.

Running it on the stand "pachka" (1024 processes, K = 64) shows that
the printed C pool does not scale today: 2322 ms on one thread,
4446 ms on eight. ThreadSanitizer names the cause: fl_tick and fl_enter
write fl_now and fl_watch_frames on every call from every thread. With
those two writes removed in a scratch copy of the runtime the same
stand runs 2314 ms on one thread and 69 ms on 64, and check-mode output
stays byte-identical. The runtime is a seed print input, so the fix is
recorded in ADR-0072 as step 1 for the next batch print, together with
the model for parallel map over total functions, fold only over a
kernel-proved monoid, targets, tests and print cost.

docs/scheduler-benchmark.md says the pool does not scale as printed
today and points the recipe at the plan; inventory and prose numbers
follow the removed shell file.
