Replace the empty DSP Home Page heading with the selected centered development notice: a small blue wrench tile, “Currently under development”, and “We’re building your DSP home page.” The notice uses existing theme colors and fills the space below the breadcrumb and optional DSP viewing banner on desktop and mobile.
Update existing browser assertions for the new heading. The platform-owner dashboard and other DSP routes retain their existing layouts.
Validation: Core source checks and development build passed. Verified the rendered page at desktop, 390px mobile, and 320px narrow widths, in light and dark themes, and with the platform owner's DSP viewing banner. The notice centers within the remaining content area without horizontal overflow; browser error and console checks are clean. The existing mobile DSP release-popup test also passed with the updated heading. No production changes or deployment.
