fixes dimos issues

  • No need for [prefix] in a title - we have labels
  • Labels are now auto-added to created issues
  • Allow users to write blank issues
  • Individual issue structure is proposed, not enforced by UI/textboxes (Bugs, Feature requests)
  • Added a general support question issue type

this can go into main, merge with dev will be clean
