Description
Backports the Debian container image upgrade from main to release/8.0-staging. Updates
debian-12-gcc13-amd64todebian-13-gcc15-amd64across pipeline configuration files.Modified files:

Configuration change only. Will be validated when pipeline executes with the new image.
