Adds the standard public-OSS files and fixes the findings from a fresh public-readiness audit (no leakage / secrets / lineage found; these are polish + accuracy). Hygiene: - CODE_OF_CONDUCT.md (Contributor Covenant 2.1), CHANGELOG.md (0.1.0), .github/ISSUE_TEMPLATE (bug/feature + config routing security to private advisories), .github/PULL_REQUEST_TEMPLATE.md (safety-invariant checklist). Audit fixes: - README (en + ko): install now leads with from-source (the PyPI packages aren't published yet — the old `pip install` block errored for new users; framed as planned). AGPL badge now reads "AGPL-3.0-or-later" instead of "AGPL v3". - PR template: drop the word "hospital" (sector leak) — domain-neutral wording. - SECURITY.md: note the reference UI loads Google Fonts on page load (fonts only, no data; degrades offline) — relevant for air-gapped deployments. - root pyproject description: "monorepo" -> a plain workspace description. 218 tests, ruff + mypy clean; no hospital/clinical/subal/secret strings in tracked files.
