Undoes two accidental direct commits (a4419ad, 0439b97) that the runs-on standardization script committed to develop on 2026-08-29 because its GitHub Contents API update call omitted the target branch. Restores .github/workflows/ci.yml (lines 29, 63) and .github/workflows/cleanup.yml (line 6) to runs-on: [self-hosted, Linux].
