This PR implements a new way of load the llvm toolchain.
This is based on this PR, that keeps the base "rules/fast_llvm_repo.bzl" introduced there, but adds an "extension/llvm.bzl" for external usage for users.
All the documentation for usage/maintaining is also added/adapted.
