Add initial qnx_code_inventory.md

This adds a file to document QNX-specific code within this repository, in a standardised location using a standardised inventory template. The content of the latter sections of the document have been left incomplete, because @NEOatNHNG has confirmed the argumentation is out of scope at this point.

Whilst reviewing the QNX-specific code, some minor issues were found (a stale comment, some unused includes, a mismatched function signature). These do not affect any logic and have been fixed here.
