test: keep bats focused on orchestration behavior#168

Drop low-signal Bats coverage that only asserted static repository text and keep the shell suite centered on executable task and script behavior. This reduces maintenance churn without losing coverage for task ordering, validation orchestration, retries, caching, or failure handling, and documents the boundary in AGENTS.md so future changes follow the same rule.
