v3 targets Node.js 24 natively, resolving the deprecation warning. Also remove the FORCE_JAVASCRIPT_ACTIONS_TO_NODE24 workaround env var that was only needed to suppress the v2 warning.

v3 targets Node.js 24 natively, resolving the deprecation warning seen in the v4.5.0 build runs.
Also removes the
FORCE_JAVASCRIPT_ACTIONS_TO_NODE24env var from both build workflows — it was only there as a workaround for the v2 Node.js 20 issue and is no longer needed.
