Summary

• Updates the changelog entry for TorchScript model graph validation from [ML] Harden pytorch_inference with TorchScript model graph validation #2936 to [ML] Reapply: Harden pytorch_inference with TorchScript model graph validation #3008
• PR [ML] Harden pytorch_inference with TorchScript model graph validation #2936 was the original implementation which was reverted twice ([ML] Revert #2991 and #2936 #2995, [ML] Revert: Harden pytorch_inference with TorchScript model graph validation #3006). PR [ML] Reapply: Harden pytorch_inference with TorchScript model graph validation #3008 is the final version that shipped with the aten::norm fix and regression test.
