fix(packaging): make systemd/udev reloads resilient in postinst

Resumo

Makes systemctl daemon-reload and udevadm rules reloading resilient in the Debian postinst script. Validates directory existence (/run/systemd/system, /run/udev) and appends || true to prevent package installation failures in chroots or unprivileged containers where init systems are not active. Applies strict bash safety (set -euo pipefail).
