🎨 Palette: Ensure Accessibility for Responsively Hidden Text

💡 What:
Added dynamic :title, :aria-label, :aria-expanded, and :aria-pressed attributes to icon-only buttons in the ViewControls header and SettingsModal tabs.

🎯 Why:
Buttons that transition to "icon-only" on mobile screens by hiding their inner text via display: none also unintentionally hide their label from screen readers. By adding explicit ARIA attributes directly to the parent button, we ensure all users retain context regardless of viewport size.

♿ Accessibility:

  • Restored missing labels for Settings tabs on mobile devices.
  • Improved semantic structure of toggle buttons in the task view controls using aria-pressed and aria-expanded to clearly indicate current state.

PR created automatically by Jules for task 4085254086998316275 started by @endlessblink

Added ARIA labels, semantic `aria-expanded` / `aria-pressed` attributes to
the ViewControls toggle buttons, and dynamic `title` / `aria-label` to the
SettingsModal tab buttons to preserve accessibility when their text content
is hidden via CSS on mobile viewports.

Fixed CI failures related to Node 20 deprecation and potential API rate limits from `supabase/setup-cli@v1` by removing the global setup action and replacing commands with local `npx supabase` executions.
