Add ITS_LIVE velocity basemap to viewer#1

Live client-side COG rendering (georaster-layer-for-leaflet) of the ITS_LIVE v2.1 velocity mosaics as a selectable basemap for both hemispheres. The COG CRS already matches each map CRS (EPSG:3031 / EPSG:3413), so no reprojection is needed. Grayscale log ramp (1-3000 m/yr, white = faster) with a matching colorbar shown only while the layer is active, ITS_LIVE attribution, and a URL-keyed layer cache so a hemisphere switch can't serve the stale raster.
