fix: fix globalization for Camltac - #8

Introduces a specific mode for Camltac (through a cookie) that calls `Runtime.Environment.persist` on each glob_constr obtained. Camltac is then responsible for persisting them to the library file, so that `[%constr]` and `[%preterm]` work even from outside of the current file.
