Hello,

This pull request looks odd, because it includes the downstream merge I performed on eprintsug/hefce_oa <- eprints/hefce_oa in November this year (a bit circular!), but should not cause any problems. There's some really old commits in there too that I'm 99% sure have been merged with eprints/hefce_oa ages ago.

In short accept this with a little caution. If you are unsure there is a one line change
0e6b3df that will fix a bug (#10) that you can implement yourselves without too much bother.
