Summary

Introduce and harden the hooks baseline and planner/workflow support, align generated artifacts and documentation, expand CLI/test coverage, and refresh dependency/workflow baselines (including lockfile updates and GitHub Action SHA pinning).

Why

This branch combines the core hooks/planner rollout with the supporting platform work needed to ship it safely:

• stabilize workflow/input handling and migration behavior
• add and validate hook generation/runtime defaults
• keep generated .github artifacts in sync with templates
• close docs/code drift
• improve supply-chain hygiene via updated dependencies and pinned Actions
