Summary
This PR makes the Dependabot auto-merge workflow fail gracefully when repository-level auto-merge is disabled. Instead of hard-failing the job, the workflow now logs a warning and leaves the PR on the manual merge path.
It also updates the CI/CD documentation to reflect the actual repository settings and fallback behavior.
Why
The current workflow can hit a GitHub repository-level restriction even when a PR is otherwise eligible for auto-merge. That causes unnecessary workflow failures and noisy Dependabot runs.
This change keeps the policy intact while making the behavior clearer and less brittle.
