boards: Add Rockbase iot NM-CYD-C5

Description

This PR addRockBase-iot hardware platform — NM-CYD-C5 (ESP32-C5).

What Changed

New Board Support

• NM-CYD-C5:

  ESP32-C5-WROOM-1 RISC-V @ 240 MHz, dual-band Wi-Fi 6 / BLE 5 / Thread-Zigbee. 16 MB flash, 8 MB quad PSRAM. 2.8-inch ST7789 SPI LCD (320×240 landscape), single WS2812 RGB LED, microSD on SPI2, LP-UART GPS connector, I2C expansion header. USB Serial JTAG console.
