esp32c3 rev 2 is not supported anymore from espressif.
Support is only from rev 3.
You can uncomment this line https://github.com/espressif/esp-idf/blob/release/v4.4/components/esp_rom/esp32c3/ld/esp32c3.rom.ld#L1899
and linking will work
