v0.45.0 was cut before the .etu-input merge landed, so the recipe missed that release; the changelog entry moves to its own 0.46.0 section accordingly.

v0.45.0 was cut before the .etu-input merge landed, so the recipe missed that release. Bumps to 0.46.0 (changelog entry moved to its own section). Merging this should exercise the new auto-release workflow end-to-end — no manual dispatch.
