This PR fixes a painpoint of the gateway. Currently if the gateway's ecash does not exactly match the requested spend amount, the spend fails (unless the operator opt ins to overspending).
A simple fix for this (and what we do in Ecash App) is to just reissue the notes that are not the exact amount to ourself. This generates a transaction, but on the next spend the gateway will have the exact notes to match the requested spend.
In practice this has worked quite well.
