release: hls-runtime 0.7.0 + media-plane 0.4.1

hls-runtime bumped to 0.7.0 in-tree (commit 8d03eea, #965). media-plane gained Trunk::time_anchor() (additive, stays in 0.4.x line).

What needs publishing

1. media-plane 0.4.1 — one new public getter (Trunk::time_anchor). Stays in the ^0.4 epoch, no cascading consumer bumps.
2. hls-runtime 0.7.0 — new timed-metadata dep, SCTE-35 → EXT-X-DATERANGE rendering in render_playlist(). New caret epoch (0.6 → 0.7).
3. multimux — in-tree dep pin already updated (hls-runtime "0.7"). At next multimux release, its own version must bump (0.10 → 0.11) for the epoch change. No rush — this is a path dep, not blocking anything.

Publish order

1. media-plane (if bumped to 0.4.1)
2. hls-runtime 0.7.0 (depends on media-plane ^0.4)
3. multimux 0.11.0 (depends on hls-runtime ^0.7) — can wait for next wave
