Release: prepare flightctl-client 1.3.0 publishing

Summary

• restore the flightctl-client distribution name for the 1.3.0 release
• add a release-triggered build-and-publish workflow using PyPI Trusted Publishing
• reject releases whose built wheel or source distribution metadata does not match the release tag

Validation

• python -m build
• twine check dist/*
• artifact metadata: Name: flightctl-client, Version: 1.3.0
• pytest (427 passed)

Release follow-up

Before publishing the v1.3.0 GitHub release, configure PyPI Trusted Publishing for flightctl/flightctl-python-client, .github/workflows/release.yml, and the pypi environment.
