Introduce a new `QualifiersConverter` class to handle the serialization and deserialization of `Qualifier` objects. Update `SubmodelElementConverter.cs` and `ValueScopeConverter.cs` to utilize this converter for `qualifiers` and `annotations`, enhancing the overall JSON output structure.
