PIDCommand should be deprecated/removed

I wrote PIDCommand in a time when the WPILib libraries were severely lagging behind. I think over time this file will add tech debt to the project, it's one of the more complicated files and I doubt it'll be maintained. The WPILib tooling has improved significantly and should be capable enough to replace it.
