Add a Camera class to Library

Add a basic Camera class to the library that includes:

• a function to get contours given two Scalars for upper and lower HSV bounds
• a function to put HSV sliders on Shuffleboard
• a function that takes in HSV values from shuffleboard

Both FrontCamera and RearCamera would extend this class.
