feat: landing v9 layout

I think having a little more chaos is welcome (meaning the public blocks are now in between not public ones).

I forgot to ask this in the previous PR, but do you think we should work off of a feature branch?

I think v7 changes should probably go in a different branch so we aren't blocking main.

As for the changes, I guess this is fine. We're going to remove legacy certs so there will be less unavailable stuff in the view.

Yes this should be merged into a feature branch so as to keep main clear for updates
