In order to facilitate the building of bitcode, symbol redefining has to be disabled, otherwise the bitcode would need renamed too, which is potentially slow & complicated. This PR allows releng to support prefixing as a feature flag from meson, and adjusts some compiler flags based on whether bitcode is to be embedded.
