Bump appVersion and the site's productVersion, move [Unreleased] to an undated [0.8.0] heading (the date goes on after the tag exists), add the release summary, and lead the help text with the sandbox.

Version bump for 0.8.0, following the release checklist in packaging/README.md: appVersion and productVersion to 0.8.0, the [Unreleased] entries under an undated
## [0.8.0]heading with an empty [Unreleased] above it, a v0.8.0 summary for the site changelog, and the help text's first line now leads with the sandbox (commands.md mirrors it).After merge: tag the merge commit v0.8.0, release.yml builds a draft, the owner publishes, then the heading gets its date in a second PR and Pages is deployed.
