docs: add Standby methodology retrospective and freeze Protocol Discovery Methodology v1.1

Summary

Integrates the completed Standby methodology retrospective and the frozen
Protocol Discovery Methodology v1.1 into the repository.

This establishes a repository-local methodology provenance chain:

Historical Standby evidence
→ Standby Methodology Retrospective
→ Protocol Discovery Methodology v1.1

Changes

• add docs/methodology/README.md as the methodology provenance and navigation index
• add docs/methodology/protocol-discovery-methodology-v1.1.md as the current normative, frozen methodology
• add docs/methodology/retrospectives/standby-methodology-retrospective.md as the non-normative empirical evaluation supporting the v1.1 successor determination
• preserve the Session 22 integration prompt, corrective prompt, and implementation log as contemporaneous process evidence
• add the reciprocal retrospective → v1.1 provenance link

Authority Boundary

• Protocol Discovery Methodology v1.1 is normative and FROZEN
• the Standby methodology retrospective is non-normative / evidentiary
• historical Standby artifacts retain the authority and status in force when they were created
• Protocol Discovery Methodology v1.0 is not reconstructed or reproduced
• v2.0 remains not justified by the current evidence
• the Protocol Implementation Method remains emergent / provisional
