A way to edit urls of layers

Description

The only way currently to edit a layer of an url is to add it anew.
This makes adapting to changing servers and hostnames a very tedious task.

Worse still is the lack of control over the search url. If no csw service exist there is no way to set the search url.

This looks like a great addition (Personally, I've always wanted this change 👍 ).

To better separate concerns, I'd suggest narrowing the acceptance criteria here to just the layer's own URL, and moving the UI for the connected WFS service to #12573.

Instead, for consistency and once we are here, also for WFS layer, I'd do the same (here below we need also the URL protected by editing.

• Editable service URL on the layer itself (layer.url), for WMS layers (Layer Properties → General tab)
• Same capability for native WFS layers (type: wfs): editing layer.url and typeName on the WFS layer's General tab
• To verify during implementation: side effects of a URL change (capabilities/cache invalidation, tile refresh, service re-validation)
