Steps

Download Alabama through Missouri and Montana through Wyoming
Run parse_csvs.py
If Districts is empty, run download_files.py - Delete the error section in Districts/Kentucky.txt if you do
Run parse_district_txt.py
Run flip_counties.json
Run determine_party.py
party_counts.py is what is desired
