Mirrors axonflow-claude-plugin#81. Same canonical concurrency block
already used by host-cli-shim.yml in this repo, propagated to test,
install-smoke, heartbeat-real-stack, wire-shape-contract,
definition-of-done. Plus drop `edited` PR event type from
definition-of-done.
