Add OpenAPI definitions for the three new billable-metric webhook
events, mirroring the plan_{created,updated,deleted} pattern and
reusing the existing BillableMetricObject schema.
Bundled openapi.yaml regenerated via 'npm run build'; 'npm test' is
clean (only pre-existing warnings).
