Adds a new .cursor/BUGBOT.md with global Bugbot review expectations (stay on latest head, avoid force-push suggestions, prioritize correctness over style, and defer to CI).

Introduces AGENTS.md defining shared agentic contribution guardrails (fast-forward before work, never rewrite shared history, keep PRs focused and run standard verification), plus a placeholder section for Cursor Cloud project-specific instructions.

Closing as superseded: the same docs work landed via chore/agentic-guardrails-policy (merged), which includes autonomy-first policy, multi-repo guidance, optional rebase, and explicit force-push rules. This older branch was the first-pass duplicate.
