Adds consistent Agentic guardrails to AGENTS.md and a baseline .cursor/BUGBOT.md for Cursor Bugbot.

Notes

  • Worktrees were used locally to author this branch; no worktree policy was added to the docs.

Overview
Adds a new .cursor/BUGBOT.md with baseline Bugbot review guidance (stay on latest head, avoid force-push suggestions, prioritize behavioral issues, and defer to CI for style checks).

Expands AGENTS.md with agentic guardrails for contributors/agents, emphasizing fast-forwarding to latest branch tip, prohibiting force-pushes on shared branches, and keeping PRs scoped with local verification before review.

Closing as superseded: the same docs work landed via chore/agentic-guardrails-policy (merged), which includes autonomy-first policy, multi-repo guidance, optional rebase, and explicit force-push rules. This older branch was the first-pass duplicate.
