Closes FOLLOWUPS.md item 58, moved to DONE.md under its number.

One repo, not two. The item was deferred as the two-repo flow because GetEffectiveProcessorType was not in the pinned dbgscope. It reached the pin on 2026-09-10 (dbgscope 945965e, picked up by e8c8561 the same day, five days after the item was filed), and git show <pin>:src/dbgeng.rs settled it. No dependency moves in this PR.

What changes. worker::target_bitness asks effective_processor_type first. decide_bitness takes it as a third source: decisive when it says 32, deciding nothing when it says 64. may_ask_the_os skips the process open when either engine answer already said 32.

Why only in one direction, which is a measurement the item had wrong. The entry said the effective machine and the process disagree only at the initial break, which carries no throw. Measured today with docs/samples/cppthrow.cpp built 32-bit, under the x64 engine (dbgeng 10.0.29617.1000): an uncaught 32-bit throw's second-chance stop is in wow64!Wow64pNotifyDebugger, in 64-bit code, with the effective machine reading x64 and the record the three-parameter 32-bit throw's. The OS's x86 is what reads it right there, as before this change. An authoritative effective machine would have read it at 152 bytes and found no throw. Which side the stop is reported from is the host's: CI's ARM64 runner, emulating x86, reports it from the 32-bit KERNELBASE!RaiseException with the effective machine already x86 (found by this PR's first CI run), so the test reads which side it got and asserts that side's shape.

Where it changes the answer. A dump of that stop written by the engine says x64 in its header and its process is gone, so neither older source can say 32: the throw read as other with nothing recovered, measured on the registered 0.22.0+g008bfa65 as the control. After .effmach x86 it reads cpp_throw with the HRESULT, from the effective machine alone.

Test. a_wow64_throw_is_decoded_at_its_own_width_on_either_side_of_the_engine rides the debugger tier: it compiles the fixture 32-bit, launches it, triages at the second chance, and reads which source answered off the worker's debug log. Where the stop was reported from the 64-bit side (x64) it also writes its own dump, reopens it, and triages before and after .effmach x86; where it was reported from the 32-bit side (ARM64) that half stands down with a SKIPPED line, because the dump the engine writes there was found not to be a 64-bit writer's. Mutation-checked: with the third source's short-circuit removed, the switched-dump assertion fails and nothing else does.

Review rounds. Codex round 1 found that the new fixture's cl /Zi shared vc140.pdb with the existing C fixture's, which both CI tiers and a local control reproduced (C1041); the C++ fixture now builds in a directory of its own. CodeRabbit round 1 asked for a drop guard on the dump: declined, a failing run's dump is the artefact to open, and the test says so. Codex round 3 said a rerun would hit the retained dump without /o: first declined because the fixture directory embeds the harness pid, then taken, because Windows recycles pids and a retained directory is never cleaned up, so a later run can land on that exact path; .dump /ma /o.

Run locally: cargo fmt --all --check, cargo clippy --all-targets -- -D warnings, cargo test --bins, the new tier test under WINDBG_MCP_SMOKE_DUMP=1, CI's markdownlint command, and every_followups_citation_names_an_item_that_exists.

…it only when it says 32

`worker::target_bitness` now asks `GetEffectiveProcessorType` ahead of the physical
processor and the OS; `decide_bitness` takes it as a third source that is decisive at 32
and decides nothing at 64, and `may_ask_the_os` skips the process open when either engine
answer already said 32.

The item was deferred as the two-repo flow, and the call had reached the pinned dbgscope
with the 2026-09-10 pin move, five days after the item was filed. Its cost paragraph was
wrong too: an uncaught 32-bit throw's second-chance stop is delivered from
wow64!Wow64pNotifyDebugger with the effective machine reading x64 and the record the
32-bit throw's, which is why the new source is not authoritative. Where it changes the
answer is a 64-bit writer's dump of a WoW64 throw after `.effmach x86`: `other` with
nothing recovered before, `cpp_throw` now. Measured 2026-10-14 on dbgeng 10.0.29617.1000;
the control was the registered 0.22.0+g008bfa65.

The debugger-tier test compiles docs/samples/cppthrow.cpp 32-bit, makes its own dump, and
reads which source answered off the worker's debug log; mutation-checked against the
short-circuit removed.

📝 Walkthrough

The change updates target-width selection to consider the debugger engine’s effective processor type. It adds unit and debugger-tier tests for WoW64 exception decoding in live and dump contexts, and updates the related architecture guidance and change records.

Changes: WoW64 exception record width

Layer / File(s) Summary
Bitness decision and architecture guidance
src/worker.rs, docs/limitations.md, CHANGELOG.md
target_bitness now considers the effective processor type. A 32-bit result determines the width; a 64-bit result does not override other sources. Unit tests cover source precedence and OS-query conditions.
WoW64 exception validation and records
tests/mcp_smoke.rs, docs/smoke-test.md, DONE.md, FOLLOWUPS.md
The debugger-tier test checks a live WoW64 throw and a dump of the stop. The dump recovers the throw after .effmach x86. The documentation and completion records describe the test and its measured outcomes.

The change is mergeable with a bounded cleanup concern: a failed debugger test can leave a large temporary dump, but ordinary later runs use a different directory.

P2 Badge Isolate the new compiler PDB output

When the debugger-tier tests run with Cargo's normal parallel scheduling, this helper can compile concurrently with x86_stdcall_fixture; both run cl /Zi in the same per-process x86_fixture_dir without a distinct /Fd path or /FS. Microsoft documents that parallel cl.exe processes sharing an intermediate/output directory can contend for the same PDB and fail fatally, so either fixture can intermittently panic at its built.status assertion. Give this invocation a separate compiler-PDB/intermediate directory or serialize the builds. Microsoft /FS documentation

📐 Maintainability & Code Quality | 🔵 Trivial | 💤 Low value

Remove the dump on every exit path.

The test writes a full .dump /ma file into the temporary directory. If any assertion between Line 7062 and Line 7111 fails, Line 7112 does not run, and the dump stays on disk. A full user dump is large. Use a drop guard to remove the file.

…nd read which side the host reports the stop from

Codex: two `cl /Zi` runs sharing a directory share the compiler's vc140.pdb, and the two
fixture-building tests run concurrently under libtest's scheduling. Reproduced locally on
the first run of the pair (C1041 on the existing C fixture) and on both CI tiers. The C++
fixture now builds in a subdirectory of its own, which shares nothing.

CI's ARM64 tier: under x86 emulation the second-chance stop is reported from the 32-bit
KERNELBASE!RaiseException with an all-32-bit stack, not from wow64 -- so "stops the engine
in 64-bit code" is an x64 fact, and is qualified everywhere it was stated. The test reads
frame 0's module, refuses a third answer, asserts that side's shape of the decision, and on
the 32-bit side runs `.effmach .` before taking the dump and checks the reopened file is the
host's machine's before using it as the control.

Declined (CodeRabbit): removing the dump on a failing path. A run that fails on the dump
leaves 12 MB beside the fixture, and that file is the thing to open to see what the engine
saw; the test now says so where the dump is made.

…of it is not a 64-bit writer's

CI's ARM64 tier at d332551: the race fix held and the live half passed on the 32-bit side,
and the dump half failed at its own guard. `.effmach .` before `.dump /ma` was accepted live,
and the reopened file answered `.effmach` with nothing at all -- not a 64-bit writer's dump,
and what that engine writes there is a question item 58 did not need answered. So the dump
half runs where the stop was reported from the 64-bit side, stands down with a SKIPPED line
otherwise, and the decisions are indexed from the live triage rather than from the end.
The x64 tier pins the half; docs/smoke-test.md and DONE.md say so.

P2 Badge Overwrite the retained dump on a rerun

If this test fails after writing the dump but before its final cleanup, it deliberately leaves wow64-cppthrow-x64writer.dmp behind; the next run reuses that exact path, but .dump /ma will not replace an existing file. Microsoft documents that an existing dump is not written unless the /o option is supplied, so rerunning the failed debugger-tier test fails here before reproducing the original failure. Add /o or remove the stale file before issuing the command.

Useful? React with 👍 / 👎.

Codex: a run that fails on the dump leaves it behind, and `.dump` refuses to replace an
existing file without `/o`. The fixture directory is per process id, which is why this was
declined at first -- and Windows recycles process ids while nothing cleans a retained
directory up, so a later run can land on that exact path and fail before reproducing
anything. `/o` makes the write idempotent whatever the directory scheme does.
