Updated the workflow name and modified the test job configuration. Changed the sleep duration in the build step and removed the previous test job.
Added a workflow_dispatch input to control connection wait.
Removed Redis service and related steps from the workflow.
Removed the container specification from the build job.
Removed numpy version pinning and test execution steps from the workflow.
