Lets reorganize the readme to be consistent with other changes - start with the ASP first, end-to-end, and then a collapsed version if you don't use ASP. Let's rely on uv and not put extra pip commands if we can avoid it.

Changes:
Add ASP config: Configure [tool.agent-starter-pack] and settings in pyproject.toml for policy_as_code_agent.
Dev tooling: Add agent-starter-pack and python-dotenv to the dev dependency group plus pytest config tweaks.
README update: Add a “Using Agent Starter Pack (ASP)” section describing how to scaffold and run the agent.
