Summary

• bump the main npm package, compatibility package, lockfile, and Python Core to 0.6.3
• keep probhub-skill pinned to the exact matching probhub@0.6.3
• archive the merged PR Bound WebUI task intake and lifecycle #55-[codex] Optimize Unix managed process startup #60 changes under the 0.6.3 changelog section
• update release-tag and installed-version expectations

Impact

This prepares the already merged WebUI task lifecycle, shared output budgets, dependency/PDF hardening, builder fingerprint, installation consistency, and Unix startup improvements for a patch release. It does not publish npm packages, create a tag, or create a GitHub Release.

Validation

• npm run check: 550 passed, 26 skipped
