✨ fix(review): exibir menu completo do Step 8 no Codex - #84

Apresenta o menu completo do Step 8 no encerramento do review e mantém a decisão na sessão principal. Só usa pergunta estruturada com round-trip comprovado; no Codex, mostra o fallback numerado com descrições e espera escolhas explícitas. Atualiza os cinco manifests para 1.45.2.
