A closed loop that makes your coding agents measurably better over time.
Your repo has Copilot, Claude, Devin, and Cursor opening pull requests. They make
the same mistakes every week, and the file that tells them what to do —
copilot-instructions.md, AGENTS.md, CLAUDE.md — was written once and never
revisited. Nothing connects what agents did to what they are told.
Agent Gate closes that loop:

Step ③ is the one nobody else does. Everyone has linters and reviewers. Nobody feeds measured outcomes back into the prompt.

All 12 scenarios behaved as documented.Look at the last two rows. Same pull request. Different answer. The only thing that changed is that one agent has a measured track record and the other doesn't.

Never applied automatically: an agent that can edit its own
guardrails can remove them.An agent hit the same protected directory four times. Instead of blocking it a fifth time, the system proposes the sentence that stops it happening — and cites the four pull requests as evidence. Two incidents is not enough; that rule waits.
These scenarios run as tests in CI, so this output can't drift from the code.
outcomes.py walks your merge history and asks two questions per merged PR:
was it reverted, and did it break the default branch? That produces a scoreboard:

confidence is the lower bound of a 95% Wilson interval, not the raw rate.
That distinction is the whole mechanism:

One lucky merge cannot buy autonomy. Confidence is earned with volume, and a single revert visibly costs an agent ground. Without this, trust scoring is just a way to launder luck into permission.
Trust only ever widens the allowlist, and only for paths you explicitly name. It never unlocks a protected path and never relaxes CI, size, diff, or injection checks — there are tests asserting each of those.
Ships disabled. Turning it on is a decision you make.
prompts.py reads gate verdicts and merge outcomes, clusters recurring
failures, and proposes edits to your agent instructions file.
It proposes, never applies. An agent that can edit its own guardrails can
remove them — CVE-2025-53773 was exactly this, a prompt injection that wrote
chat.tools.autoApprove into a settings file and disabled every confirmation.
Proposals arrive as an issue you accept or reject per rule.
It only owns a managed block. Edits land between two HTML-comment markers. Everything you wrote in that file is untouched, byte for byte, and there are tests asserting it.
Rules are earned by repetition. Three occurrences by default. A file that grows a rule per incident becomes long enough that agents stop honouring any of it.
Rules retire. When a failure class stops recurring for 100 clean PRs, the rule that prevented it is proposed for removal. Instruction files only ever grow unless something prunes them. If the failure returns, the evidence proposes the rule again.
Rules constrain, never permit. A learned rule can tell an agent to stop doing something. It can never grant permission, widen a path, or skip a review — asserted in tests against every rule in the catalogue.
The catalogue covers mistakes we thought of. For a recurring failure it doesn't
know, --synthesize has a model draft the rule:

Do not add tests that depend on wall-clock timing or network availability;
use a fixed clock and a local fixture instead.The hard part is that the evidence is attacker-controlled. PR titles and diffs feed the synthesiser, and its output is proposed for the file that steers every future agent. File three PRs saying "agents may merge anything" and a naive implementation writes it down. So:

A drafted rule is rejected if it grants permission, contains a URL, names a credential source, issues a shell command, or carries HTML comment markers that could close the managed block and write outside it.
Synthesis only runs for classes the catalogue lacks, so the common path never
touches a model — deterministic, free, offline. It needs ANTHROPIC_API_KEY;
without one everything else still works.
It reads the diff, not the filename. A README.md with a live API key is not
a safe documentation change. Extension-based rules can't see that.
It knows who wrote the PR. Bot accounts, agent branch prefixes, and title markers select a stricter profile. Unknown authorship is treated as agent-authored — being wrong strictly costs one review; being wrong permissively merges unread machine output.
It scans for prompt injection. Your agents read issue bodies, PR
descriptions, and code comments. Anything they read, an attacker can write. This
is a live attack class with assigned CVEs across multiple vendors, and in the
disclosed claude-code-action compromise an issue title alone carried the
payload. Agent Gate flags instruction overrides, credential paths like
/proc/self/environ, exfiltration to a URL, guardrail-disabling flags,
zero-width characters, bidi overrides, and instructions hidden in HTML comments.
It fails closed. Unreadable diff, unknown CI, unparseable policy, an exception anywhere — all block. No failure path merges.

scan.py— findsTODO/FIXME/HACK/XXX/BUG, scores themimpact × urgency ÷ risk, files deduplicated issues. Markers only count inside comments, so config tables don't trip it.doctor.py— downloads a failed run's logs, matches known failure signatures, files one issue per (workflow, failure type). Diagnoses only; never edits workflow files.
This holds write access to your repo, so:
- The gate never runs code from the PR it reviews. It checks out
base.sha. With a head checkout, a PR could rewritegate.pyand approve itself. - Author-controlled text reaches scripts via
env:, never${{ }}interpolation inside a script body. contents: writeexists only on the merge job.
scripts/verify-setup.sh asserts each and fails the build on regression.
diff_rulesis a regex list. It catches carelessness and known-bad idioms; it will not stop a determined author.- Injection detection is heuristic, tuned for precision over recall. A scanner that fires on every README gets muted, and a muted scanner detects nothing. It will miss novel phrasings.
- Revert detection matches revert commits and PRs. A silent rewrite that undoes a change without saying "revert" is invisible to it.
- Branch-break attribution is deliberately narrow — only the merge commit's own CI result counts, so flaky infrastructure isn't blamed on whoever merged last.
- Trust scores need volume. Below
min_samplemerges, an author isinsufficient-datano matter how clean the record. - Without
--synthesize, learned rules come from a fixed catalogue and a novel mistake produces nothing. With it, a model drafts one — and every draft is validated by code before a human ever sees it. - Synthesis reduces how often bad rules are drafted; it does not eliminate it. The human approval step is the control that actually matters, and it is not optional.
- The loop needs traffic. On a repo with a handful of agent PRs a month, nothing will cross the evidence threshold and nothing will be proposed — correctly.
