feat: Configure OK action for unhealthy instances alarm - #1166

The unhealthy instances alarm triggers if ASG instances are cycling due to their healthcheck failing, or similar. This alarm has tripped a couple of times recently and after looking in the AWS console, it resolved shortly afterwards. This change configures the OK action so that we receive a notification once the alarm is resolved to reduce the amount of investigation needed.
