feat(fase-19): celulas bidireccionales (IN_SHORT + exits invertidos)

Summary

• Nuevos estados IN_SHORT/IN_LONG en cells/base.py
• _check_short_entry() para seniales SHORT con condiciones invertidas
• Exits invertidos: trailing_low en vez de trailing_high
• Direction-aware _exit_signal() que respeta el modo de la celda
• 5 tests nuevos + 11 existentes pasan
