Add Jetson evidence depth audit

Summary

• Add a Jetson evidence depth audit mapping committed 15W/25W Runtime fixtures to the Core4 roadmap.
• Link the audit from README and README.ko.
• Guard the audit boundaries with snapshot tests for p95/p99, thermal, memory, power starter evidence, and sustained evidence criteria.

Contract notes

• No Runtime result.json contract change.
• No new benchmark measurement is claimed.
• Sustained evidence still requires a Jetson capture with runs >= 500 or tegrastats sample_count >= 300.
