Add Runtime Intelligence replay regression smoke

Summary

• add a Runtime Intelligence replay/regression/handoff smoke that exercises public EdgeEnv CLI flow
• validate telemetry history export/inspect, comparability-first regression with telemetry history, and Lab handoff metadata boundaries
• document the reviewer path in README, Korean README, portfolio summary, compare guide, and telemetry history docs
