• preserve Orchestrator scenario_coverage run IDs in telemetry history inspection and Runtime Intelligence Lab handoff summaries
• validate scenario_coverage as supplemental scheduler-owned context with Lab as decision owner
• document scenario coverage as reviewer navigation, not a regression gate or deployment decision
